 وفقاً لحسابات وكالات الأمم المتحدة، يحتاج قطاع غزة لحوالي 86,000 وحدة سكنية جديدة بسبب النمو السكاني وأيضاً بسبب تدمير آلاف المنازل جراء العمليات العسكرية الإسرائيلية.

وفي هذا السياق، قال فيليب لازاريني، رئيس مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية (أوتشا) في القدس، لشبكة الأنباء الإنسانية (إيرين) :"سيتطلب تحقيق ذلك إدخال أكثر من 660,000 شاحنة لنقل مواد البناء إلى القطاع لبناء هذه الوحدات... لذا سيكون "من المستحيل" إعادة إعمار غزة بسرعة".

وأفاد لازاريني أن اقتراح إسرائيل بإدخال 1,500 شاحنة من معبر كيرم شالوم (كرم أبو سالم) و360 شاحنة من معبر كارني (المنطار) أسبوعياً لن يسمح بتوفير مواد إعادة البناء بالسرعة الكافية، فالطاقة الاستيعابية لمعبر كارني أكبر من ذلك بكثير إلا أن هناك قيوداً كثيرة مفروضة على استخدامه.

وأضاف لازاريني، أن قيمة المشاريع المتوقفة للأمم المتحدة قد بلغت حوالي 165 مليون دولار، ولدى الأمم المتحدة خطط لمشاريع أخرى جديدة قيمتها 885 مليون دولار. "ويعود 11 مشروعاً من المشاريع الـ31 التي تمت الموافقة عليها مؤخراً للأمم المتحدة [الأونروا]، بقيمة إجمالية قدرها 15 مليون دولار أي 1.4 بالمائة فقط من خطة عمل الأمم المتحدة في غزة.

وقد قام مجلس الوزراء الإسرائيلي مؤخراً بزيادة كمية السلع المسموح بدخولها لقطاع غزة، ووافق على بعض مشاريع البناء تحت إشراف الأمم المتحدة.
