Rebels name members of first regional parliament

The Rwandan-backed Rassemblement congolais pour la democratie (RCD-Goma) rebel movement has appointed 70 members of a provincial assembly as a key step in its federalist plans, according to a decree obtained by AFP on Monday. The assembly in question is in North Kivu, one of the eastern provinces of the DRC controlled by RCD-Goma. An RCD-Goma official told AFP that the composition of other provincial assemblies would be announced shortly. In July, RCD-Goma said it planned to set up a federal system of governance in areas of the DRC it controlled.

The future geopolitical structure of the DRC will be central to the national inter-Congolese peace and reconciliation dialogue due to begin in Addis Ababa, Ethiopia on 15 October.
The dialogue is mandated by the Lusaka peace agreement signed in 1999 by parties to the DRC war - Kinshasa and its allies Zimbabwe, Angola and Namibia on one side, and rebel groups and their supporters, Rwanda and Uganda, on the other.
