Conditions not yet ripe for mass return of refugees

    ABIDJAN

    Condition do not yet exist for all Sierra Leonean refugees to return home because much of the country remains under the control of the Revolutionary United Front (RUF) and beyond the reach of humanitarian aid, UN Secretary-General Kofi Annan said in a report on 23 May.

    Before all the refugees can go back, he said, the UN Mission in Sierra Leone (UNAMSIL) must secure the entire country and the government has to extend its authority. That process has just started, with government troops recently moving into the rebel-held district of Kambia.
