Burundi government spokesman Luc Rukingama has reiterated that a signed peace agreement is unlikely next week. “As long as violent acts continue it will be extremely difficult to finalise a viable peace agreement,” he told AFP. “An accord without ending the violence would be a meaningless diplomatic gesture.” Former South African President Nelson Mandela, who is mediating in the peace talks, has said he hopes a peace accord will be signed on 20 July, a day after the Arusha peace process resumes with the participation, for the first time, of armed rebel groups.
