Displaced "constantly on the move"

    "Uncontrolled armed groups" in North and South Kivu were much better armed and coordinated than in the past and had changed their military strategy, regional analysts informed IRIN on Tuesday. Whereas the armed groups previously tended to withdraw from villages after looting them, they now appeared to be fighting for actual control of territory. In some cases, entire areas were cleared with the express purpose of preventing people
    from returning to their villages, the analysts said. As a result, many displaced people in the Kivus were now "constantly on the move". Virtually all local peace and reconciliation efforts in the area had stopped, the sources added.
