Concerned that its US $ 5.46 million relief and rehabilitation appeal for Sierra Leone, launched early this year has generated only 11 percent coverage, Action by Churches Together (ACT), has revised the target down to $3.8 million.
According to the NGO, the downward revision was necessitated by several factors. These included the repatriation in May of the displaced in three camps, which it had been managing since 1997 and removal from the appeal of funding for construction of shelters in Kono and Kailahun Districts and latrines and wells in the chiefdoms of Kono, Kailahun, Tonkolili, Moyamba, and Kenema.
Also taken out was the provision of non-food items to 4,000 returnee families in Tonkolili District while internal negotiations over management had negatively impacted on fund-raising for programmes, ACT reported.
In view of the presidential and parliamentary elections in May 2002 and progress in peace in Sierra Leone, ACT said, it was decided to gradually shift Peace Building and Civic Education activities to Civic Education and HIV/AIDS Awareness.
"This revised appeal for relief and rehabilitation is in line with the annual plan emphasising emergency humanitarian inputs into three newly accessible Districts (Tonkolili, Kono, and Kailahum), whilst continuing to providerelief assistance to IDPs and recently exiled Liberia refugees," ACT said.
On 3 October, ACT again appealed US $1.6 million to provide emergency relief to at least 30,000 Liberians internally displaced persons. The relief would include shelter, water and sanitation, non-food and food items to malnourished children, psychosocial counseling and awareness for prevention of sexual exploitation of 6,000 women and girl children.
