ICRC tutoring in rules of war to future officers

The International Committee of the Red Cross and Red Crescent societies (ICRC) held a seminar on international humanitarian law, in cooperation with the Gako Military Academy in Rwanda, on 8 and 9 December. Some 144 future company commanders, staff officers and military instructors were trained to acquire basic knowledge of the law and to learn the rules of behaviour in combat. The training received by the participants is part of a programme developed by Kenyan military advisers working in Rwanda. The ICRC deemed the operation a success. “Officers should be given tutoring in international humanitarian law for the entire length of their formation,” an ICRC spokesman told IRIN. Similar tutoring was given to Rwandan Patriotic Army (RPA) battalions of the Kigali regiment from 4 to 8 December. The RPA invited ICRC to reiterate the experience next year.
