Tutsi parties set conditions

Five Tutsi parties in Burundi have set out conditions for the signing of a
peace agreement, the private NetPress news agency reported. In a letter
dated 6 July addressed to the Burundi peace facilitator, Nelson Mandela,
the parties said they were of the opinion that "it is too early for a
global peace accord to be signed" and they asked the mediator to give them
the draft of the accord and allow them time to review it. They, however,
pointed out to the mediator that the negotiations will be concluded,
provided they are well conducted and hence they suggested a two-stage
schedule. They said "prior to the signing of the global peace accord the
conditions of the ceasefire must be clearly negotiated so as to put an end
to the cycle of violence".
