President Guelleh optimistic on Somali peace talks

President Ismael Omar Guelleh of Djibouti, the sponsor of the current Somali peace negotiations in Arta, told the BBC on Monday that he was optimistic about the talks’ outcome. He said warlords could no longer impose their will on Somali society. Some 800 delegates representing Somali clans, political and armed groups are attending the negotiations. They are discussing a peace plan which envisages setting up a transitional government to run Somalia for two years. However some Somali leaders, including the authorities in Somaliland, have rejected the peace plan and are so far boycotting the talks.
