Akwa Ibom State in southern Nigeria has signed a US $1.5-billion agreement with China for the creation of an oil refinery and a power plant, ‘The Guardian’ reported Governor Obong Victor Attah as saying on the BBC. In building the refinery, the state’s primary objective is to export petroleum products to West African and European countries, the “Guardian” reported. Attah said he hoped the power plant would provide the state, which suffers frequent power outages, with a more reliable electricity service. Both projects are expected to be completed by June 2003, the daily reported.
