The government has threatened to impose a state of emergency in the run-up to legislative elections next month, but has blamed MDC for the unrest. On Tuesday Home Affairs Minister Dumiso Dabengwa said he was "urgently considering various strict measures to deal with public demonstrations until the completion of elections."
MDC leader Morgan Tsvangirai told IRIN on Thursday that "state-sponsored violence was being encouraged by the ruling party, and the police seem to be totally helpless in the situation." He said he was writing to President Robert Mugabe to stress that the government was responsible for maintaining law and order. "Sadly the police are getting instructions from the
politicians and are not following the law."
