"Breakthrough in offing" at Arusha - Mandela

    NAIROBI

    Peace talks' facilitator Nelson Mandela said on Tuesday he remained hopeful for a settlement in the Burundi conflict, South Africa's 'Mail and Guardian' newspaper reported. Mandela, in London on a private visit, told the newspaper that, although he had become impatient with the negotiation process and the number of delegates involved in the talks, "a breakthrough is in the offing". He was quoted as saying that President Pierre Buyoya
    did not want "a change in the status quo. But I have now moved them."
