UN mandate but not troops foreseen by US

Wolpe added that, “in the almost certain event” of the UN Security Council rejecting the Lusaka signatories’ request for a UN peace-enforcing mission, the responsibility would probably rest with the Joint Military Commission (JMC) and “a regional multinational force, to be comprised of troops from belligerent (and possibly non-belligerent) countries” established under its aegis. The US would consider supporting a UN mandate for such a force, but it “would have to be funded through a mechanism such as voluntary contributions to a trust fund rather than through expenditure of UN funds”, Wolpe added.
