President Daniel arap Moi on Wednesday announced the establishment of a new police unit to tackle corruption, saying it would ensure the 132 cases formerly being handled by the country’s defunct Kenya Anti-Corruption Authority (KACA) would now be investigated and “concluded expeditiously”. Moi was quoted as saying: “I want to ensure all Kenyans and the donor community that the government’s commitment to implement zero tolerance towards corruption remains firm.”
The announcement comes a day after Kenya’s MPs voted down a contentious constitutional amendment bill aimed at paving the way for anti-corruption measures and the reinstatement of the KACA [see: http://www.reliefweb.int/IRIN/cea/ceafp.phtml]. Opposition groups maintained it would have been too weak and defective to achieve anything if established under the proposed legislation. Although the International Monetary Fund (IMF) has tied the release of an estimated US $317 million of funding to the reestablishment of KACA, Moi said the government would continue to follow its IMF-approved poverty reduction programme. “There is no vacuum in the implementation strategies,” Reuters news agency quoted the president as saying.
