Arusha summit changes nothing, FDD says

Rebel CNDD-FDD spokesman Jerome Ndiho said the Arusha decisions would “change nothing”. In an interview with the Hirondelle news agency, he said the appointment of President Pierre Buyoya to lead the first 18 months of the transition was nothing more than a “cosmetic change”. He claimed there was no challenge to Buyoya during the Arusha peace negotiations. The real negotiations, he said, were those underway in Libreville, Gabon, between the rebels and the government. These talks constituted a “balance of forces”, he stated. Only when a ceasefire accord had been reached would the “real transitional government” come into force, he added.
