The Arusha summit comes against the backdrop of renewed fighting in the Burundian capital Bujumbura. News organisations said at least 15 people were killed when rebels of the Forces nationales de liberation (FNL) attacked northern and eastern suburbs of the capital, including Kinama, Kamenge and Cibitoke overnight on Saturday.
Government forces responded with armoured vehicles, and Defence Minister Cyrille Ndayirukiye warned civilians to remain vigilant. Regional analysts point out that the rebel groups have a habit of attacking the capital when a major event is underway, in a bid to reassert their presence.
