Annan seeks to carry forward MONUC budget

UN Secretary-General Kofi Annan has reported to the UN’s Administrative and Budget Committee that the financial requirements for the UN Observer Mission for the DRC (MONUC) from 6 August 1999 to 30 June 2000 would amount to some $58.7 million gross. On that basis, he recommended that the balance of the $200 million approved for the mission for 6 August 1999 to 30 June 2000 - an amount of $141, 319,000 gross - be carried forward to meet the estimated initial requirements from 1 July 2000 to 20 June 2001, a UN press release stated.

Annan had requested the $200 million funding after the Security Council in February extended MONUC’s mandate to August 2000 and authorised its expansion to consist of up to 5,537 military personnel, including up to 500 military observers, supported by specialists in human rights, humanitarian affairs, public information, child protection, political affairs, medical and administration. The money was marked out for establishing the support infrastructure for the mission, to acquire the necessary equipment and supplies, and to enter into the necessary contracts for the phased deployment in DRC of MONUC’s military component and additional civilian staff.
