Mobutu generals in Uganda

About 50 generals who belonged to the army of former Zairean president Mobutu Sese-Seko were reportedly in Uganda to ask the Ugandan army to help them join Congolese rebel movements, according to the independent ‘Monitor’ newspaper. Ugandan Minister of State for Regional Cooperation Amama Mbabazi disputed the report, saying that “even if they are here, it is not our responsibility to decide for the Congolese who to integrate in their liberation struggles,” the newspaper reported. A Ugandan security source told IRIN on Monday that a former army chief of staff under Mobutu was “in talks” with the RCD-Mouvement de liberation (RCD-ML) to join that group’s military wing.
