Masire holds consultations with rebels

Former Botswana president Ketumile Masire, facilitator of the inter-Congolese dialogue provided for in the Lusaka peace agreement on the DRC, arrived in the eastern Congolese town of Goma on Wednesday for talks with the rebel RCD, news organisations reported. The discussion was scheduled to focus on rebel representation at preparatory consultations proposed by Masire, which would in turn address the venue, format and representation at the dialogue proper, diplomatic sources informed IRIN. Financial and logistical factors mean that Masire intends to limit the number of delegates at the preparatory consultations to 20, with the three rebel groups - the RCD, RCD-ML (Mouvement de liberation) and Mouvement de liberation du congo (MLC) - likely to be offered two representatives each, they added. This is the first time that Masire has travelled to eastern DRC in his capacity as the OAU-nominated talks facilitator.
