Uganda has urged Rwanda to adhere to the demilitarisation accord reached between them and a UN Security Council delegation on Monday. “Uganda urges Rwanda to respect the Rwakitura joint declaration of 8 May 2000 and further appeals to the international community to prevail over the Rwandan government to allow the people of Kisangani to move out of their homes to access food and water,” Uganda’s State Minister for Defence Stephen Kavuma said in a statement on Tuesday. Rwanda, however, has blamed Uganda for prompting the recent clashes in Kisangani.
