The DRC government said the fighting in Kisangani was a “well thought-out plan of action” by Rwanda and Uganda to “reinforce their occupation” of eastern Congo. “It is curious to note that any time the implementation of the Lusaka accord makes the slightest significant progress, the aggressors always take the opportunity to engage on manoeuvres likely to seriously hinder the process,” the government said in a statement, broadcast by state television on Friday night. “These two countries are not all at war and, as far as we know, there is no problem at the level of their common border,” the statement went on. “From this perspective, how can one explain their fighting on Congolese territory?”
