Kabila envoy in Kampala

President Laurent-Desire Kabila on Tuesday sent his state minister for foreign affairs, Dr Ismail Tutwemoto Lubenga, as a special envoy for talks with Ugandan President Yoweri Museveni. “The general idea is that President Museveni is ready to meet all sides in the DRC conflict so that a peaceful solution is worked out,” John Nagenda, senior Ugandan presidential adviser on media and public relations, told IRIN. A source in the Ugandan foreign ministry added that Kabila wanted Kampala to reopen its embassy in Kinshasa, closed in 1998 at the height of diplomatic tension between the two countries.
