Ban all AIDS NGOs - health minister

Kenyan Health Minister Charity Ngilu has proposed a ban on all HIV/AIDS NGOs after reports of corruption in some of the organisations. Many of the NGOs were found to be spending large amounts of HIV/AIDS funding on personnel emoluments and other expenses, resulting in urgent calls from donors for the situation to be rectified. In an interview with a local newspaper, The East African Standard, Ngilu commented on such NGOs, saying: "They have no offices and rely on mobile phones for communication. They write very good project proposals to hoodwink their donors." Ngilu described the organisations as "briefcase entities, out to benefit from a helpless situation". She said in future funds would be channelled through the government's National AIDS Control Council (NACC).
