Non-signatory parties must agree to Lusaka - RCD-Goma

Head of the Rwandan-backed Rassemblement congolais pour la democratie (RCD-Goma), Adolphe Onusumba, told Radio France Internationale (RFI) on Tuesday that non-signatory parties to the Lusaka peace agreement must first reach consensus and agree to the accord. Speaking from Gaborone, Botswana where preparatory talks for the inter-Congolese dialogue are taking place this week, Onusumba said that “the active forces and the unarmed political opposition were not signatories to the agreements, hence the need for them to have a consensus and agree to the Lusaka agreements, as they stand.” Furthermore, with regard to a possible venue for the dialogue, RFI reported that RCD-Goma would rather it be held in Kinshasa than Kisangani, which is under control of RCD forces, adding that RCD-Goma did not want the dialogue to be in any way tied to the demilitarisation process.
