President Pierre Buyoya has announced a series of measures aimed at “tackling the situation of misery” in which most Burundians find themselves. In a speech to mark the country’s 39th independence anniversary on 1 July, reported by the private Netpress news agency, the measures he announced included a 10 percent increase in the salaries of civil servants, the establishment of community pharmacies, a reduction in the prices of anti-retrovirals to treat HIV/AIDS sufferers, backing for private initiatives and micro-credits for agricultural enterprises. Elsewhere in his speech, he noted that the Arusha peace accord had “reached an impasse”.
