Regional analysts told IRIN that although the coup attempt had failed, it demonstrated large scale discontent in the rank and file of the army. Young Tutsi soldiers had had enough of the never-ending war and blamed the government for not doing more to prevent escalating rebel attacks in the country. The analysts said that Buyoya’s position would be weakened as a result of the coup bid. Buyoya has resisted implementing the Arusha peace accord which calls for setting up transitional institutions, stating that a ceasefire must first be in place. His opponents - both Tutsi and Hutu - claim this is a pretext to cling to power.
