Zambian President Frederick Chiluba has reshuffled his government, elevating a key loyalist to full cabinet status, news reports said on Monday. Valentine Kayope, a former deputy minister for foreign affairs, was made science, technology and vocational training minister, taking over from Abel Chambeshi who moved to the lands portfolio. Lands Minister Samuel Miyanda was moved to environment and natural resources, which had remained vacant since the expulsion of former minister Ben Mwila from the ruling Movement for Multiparty Democracy (MMD) party last year.
