The personal envoy of the UN Secretary-General for Western Sahara, James Baker III, on Wednesday began a two-day meeting with Morocco and the Polisario Front in London, UN Spokesman Manoel De Almeida said. Under a settlement plan for Western Sahara, the people of the former Spanish colony annexed by Morocco 25 years ago are to decide by referendum whether to remain part of Morocco or become independent. However, the process has been delayed by disagreement between the two sides and appeals by thousands of people found ineligible to vote in the referendum. Neighbouring Algeria and Mauritania are also attending the talks.
