The International Criminal Tribunal for Rwanda (ICTR) on Thursday rejected pleas by the defence counsel for a former Brigadier-General in the Rwandan army, Gratien Kabiligi, that it order an inquiry into the death in a plane crash in 1994 of former Rwandan President Juvenal Habyarimana. "Defence
counsel failed to establish any causal link between the requested
investigation into the responsibility for the plane crash and the acts and omissions which form the basis of the charges against Kabiligi in the indictment," the independent Hirondelle news agency quote the Tribunal as saying. Kabiligi is charged with genocide and crimes against humanity. His lawyer, Jean Yaovi Degli, had argued that a thorough and impartial
investigation into Kabiligi's crimes must include an investigation into the shooting down of Habyarimana's plane, as this was the trigger for the massacres in Rwanda.
