The US on Thursday welcomed the agreement between Rwanda and Uganda on demilitarising Kisangani, following recent clashes there between the supposed allies. “We believe it is critical for Kisangani to be completely demilitarised, including the withdrawal of all belligerent forces, in order to avoid the possibility of further conflict and additional civilian casualties,” State Department spokesman Richard Boucher stated. Uganda and Rwanda have agreed to “work constructively with the Rassemblement congolais pour la democratie (RCD), Mouvement de liberation du congo (MLC) and RCD-Mouvement de liberation (RCD-ML) to ensure their adherence to the letter and spirit of demilitarisation of Kisangani,” according to the execution plan.
