New Foreign Minister

    ABIDJAN

    President Miguel Trovoada of São Tome and Principe this week swore in Joaquim Rafael Branco as foreign minister in the third cabinet reshuffle in about 17 months, news organisations reported. Branco on Monday replaced Paulo Jorge, who resigned more than a month ago.
