The UN Observer Mission in the DRC and the UN Security Council on Friday condemned unreservedly the conflict between Ugandan and Rwandan forces, demanding that the parties reaffirm their commitment to last year’s Lusaka ceasefire, reinaugurated on 14 April 2000. In a statement by its president, Wang Yingfan of China, the Security Council said it was particularly concerned “that innocent Congolese citizens had been killed.” The number of casualties has not been established, though the number of civilian dead has been variously estimated at between 10 and 20.
Endorsing MONUC’s call for an immediate halt to the fighting, the Security Council said the violent actions in Kisangani violated the Lusaka Agreement, the 8 April Kampala Disengagement Plan and subsequent written instructions to field commanders. The chiefs of staff of both countries were on Monday scheduled to travel to Kisangani to take charge of the situation, according to the Rwandan army. “The Ugandan commander is expected here today, to link up with our chief of staff and travel to Kisangani,” Major Ndahiro said.
