Meanwhile, RCD leader Emile Ilunga has said the movement is to launch a "vast popular mobilisation programme". According to another RCD statement, he told a press conference in Goma that to this end, the first vice-president Jean-Pierre Ondekane was "more-or-less" based in Bukavu, while the second vice-president Moise Nyarugabo had just returned from visits to Katanga and Rutshuru, before going on to Masisi and Kasai.
Ilunga said the RCD planned to send officials to the Ruzizi plain "to mobilise our compatriots in a bid to avert inter-ethnic confrontation". He described the situation there as "dramatic", warning that a "racist war" was being fought out between the "negative forces" comprising Mayi-Mayi, Interahamwe and Burundian FDD rebels on one side and "our Banyamulenge
brothers" on the other.
