Ambassador Joseph Mutaboba of Rwanda told the Security Council that Carlsson's report showed beyond a doubt that the world had let Rwanda down. Cruel physical, psychological and post-trauma hardships were continuing and the government was struggling to respond to rehabilitation, given the dimensions of the problem and the means available to it, he said. Rwanda needed a "mini-Marshall plan" to assist its rehabilitation and recovery, and it was possible for international leaders to shock the world again -by doing something dramatically positive, Mutaboba added.
"The Carlsson report is your report. What you do with it is what matters to the world and the victims," he told the Security Council.
