"As a sign of goodwill and to enhance the strengthening of the democratic process after the holding of the inter-Congolese dialogue," the government had suspended the process of setting up a Constituent and Legislative Assembly in government-held areas, which was scheduled for mid-May, Mumengi added. He said the government hoped to accelerate the advent of peace "and help obtain the immediate withdrawal of the troops of aggression and occupation" through the combined effect of an internal democratic process and the inter-Congolese dialogue. Foreign Affairs Minister Yerodia Ndombasi said Masire should "contact all the parties involved to ensure that they come to the table without any interference from any other country." The dialogue should take place as soon as possible, and in Kinshasa, "where all the institutions of the republic are represented and where all security guarantees will be given to all the
parties involved," Ndombasi told Congolese television.
