The former public prosecutor of Butare prefecture, Martin Ngoga, was on Thursday appointed representative to Arusha-based International Criminal Tribunal for Rwanda (ICTR), Radio Rwanda said. The independent Hirondelle news agency said the appointment has come at a time when previously strained relations between Kigali and the UN tribunal appear to be improving. Quoting analysts, it said the ICTR’s image in Rwanda where it has been perceived as “slow and inefficient” has improved since it handed down its first judgements.
