On the heels of an award by the US government of US $4.3 million to Nigeria's labour sector, Nigerian officials announced that Washington had pledged an additional US $4 million for a hydro-electric power station. The aid packages coincide with a visit to Nigeria by US President Bill Clinton, who was scheduled to arrive on Friday and stay until Sunday. Information Minister Jerry Gana was quoted by "The Guardian" newspaper of Lagos on Friday as saying that Nigeria's debt would top the agenda of talks between Clinton and President Olusegun Obasanjo. "It is the main issue," Gana said. "(The debt) is nine times our budget for health and three times that of education."
