The programme, which aims to increase cooperation, knowledge-sharing and reduce carbon dioxide emissions, will promote investment in low carbon technologies and enhance technology transfer.
The challenge is "to develop the solar and wind energy in which this region is particularly rich", said Daniela Gressani, World Bank vice-president for the MENA region.
According to the World Bank, MENA countries could see average temperatures rise two degrees Celsius in the next 15-20 years, with more droughts and other natural disasters.
