Africa's capacity to harness science and technology needs greater support if it is to successfully address issues such as increased food security and HIV/AIDS, according to John Mugabe, an advisor on science and technology to the New Partnership for Africa's Development.
In an article On SciDev.net, the leading online science news website for Africa, he said although many African leaders recognised that they had to build a strong science and technology base, the international community should take bold steps to further local efforts.
Mugabe described the situation as "characterised by low public expenditure on research and development, weak links between research institutions and industry ... and outdated science and technology policies and institutions."
