The exiles' party, Union des forces democratiques rwandaises (UFDR), said the appointment of Kagame as president did not address the fundamental problems "notably peace and justice in Rwanda and in the Great Lakes region". In a statement, the UFDR called for "abolishing the politics of apartheid and establishing total democracy". Acknowledging that Kagame's
appointment constituted an "historic change", the UFDR nevertheless accused the country's rulers of "manipulative and calculating behaviour".
