War said to be hampering relief efforts

British Development Minister Clare Short this week called this week for Ethiopia to end its war with Eritrea, saying it was "wasting valuable resources." She added, however, that "people should never be made to pay for their governments devoting resources to a war." European Commissioner
for Humanitarian and Development Cooperation Paul Nielson also said the conflict was hampering the relief effort. "If we had peace and normal relations between Ethiopia and Eritrea, then the [Eritrean] harbour of Massawa would also be available, and the problem made more manageable," Reuters quoted him as saying at the EU-Africa summit in Egypt.
