Mauritius and the Seychelles rank first and second while Somalia ranks last as the nation most “needing improvement” in the 2008 Mo Ibrahim Index of African Governance released in October.
The Index of African Governance, which “captures the quality of services provided to citizens by governments in all 48 countries in sub-Saharan Africa”, is a project of the Mo Ibrahim Foundation. Mo Ibrahim is a Sudanese businessman and philanthropist.
According to the 2008 index, “based on international and locally acquired data for 2006”, Liberia is the “most improved” country, while Burundi and Uganda “among others have also demonstrated upward gains in their overall scores.”
