On Tuesday, the BBC Kirundi service quoted PALIPEHUTU-FNL’s political and military adviser Alain Mugabarabona as saying Wednesday’s meeting would be a forum for groups to inform the international community they would take part in “relaunched talks”. “We are going to Nairobi to tell the mediator [Nelson Mandela] in front of the sub-regional heads of state that we have accepted to take part in relaunched talks,” he said. “What took place in Arusha were not talks aimed at restoring peace in Burundi.”
The BBC also reported CNDD-FDD spokesman Jerome Ndiho as dismissing the Arusha agreement as “zero”. “We want to restart the talks from the beginning basing ourselves on the 1992 constitution which was voted by the people,” he said.
