Kagame-Kabila “to meet again”

Presidents Paul Kagame of Rwanda and Laurent-Desire Kabila of the Democratic Republic of Congo are reportedly to hold a second meeting in Kenya, diplomatic sources told IRIN on Wednesday. The two leaders first met in the western Kenyan town of Eldoret on 3 May. However, Rwandan presidential adviser Emmanuel Ndahiro said he was not aware of such a follow-up meeting. Last week Uganda sent a special envoy to Kenyan President Daniel arap Moi for discussions on the Eldoret meeting, which has caused some anxiety in Uganda. “Dr Ruhakana-Rugunda, the minister in charge of the presidency was sent to deliver a special message to President Moi, to clarify some matters surrounding the Eldoret summit,” a diplomatic source told IRIN. State media in Uganda reported that Kabila and Kagame had reached a deal to sideline the Lusaka agreement, by forming an alliance to isolate Uganda and Ugandan-backed Congolese rebel groups. However, Ndahiro denied the claims. “Everything that was discussed is in line with the Lusaka agreement, nobody should try to waste time by making different conclusions,” he said. “President Moi arranged the meeting in good faith.”
