Museveni blames Rwanda

Ugandan President Yoweri Museveni blamed the Rwandan Patriotic Army (RPA) for starting the current fighting in Kisangani in an address to parliament on Monday. "The RPA's provocation forced the UPDF [Ugandan army] to move and put a front at Tshopo bridge following which the RPA launched 12 attacks on the UPDF which were all repulsed," a press statement quoted Museveni as saying. Meanwhile, the national political commissar of the Ugandan ruling National Resistance Movement James Wapakhabulo told a news conference on Tuesday that the withdrawal of Ugandan troops from Kisangani had been halted due to the fighting. "Our position is that we cannot withdraw while the fighting is going on. Militarily, if you withdraw, it means you have been defeated," he said.
