Donor pressure on Uganda, Rwanda

The European Union (EU) on Tuesday warned Uganda that the conflict between the Ugandan People’s Defence Forces (UPDF) and the Rwandan Patriotic Army (RPA) conflict in Kisangani could jeopardise donors’ budgetary support for both countries, the EU delegate in Uganda, Bernard Ryelandt, told IRIN on Thursday. He said EU budgetary support depended on Uganda’s commitment to the Lusaka peace agreement, the Kampala disengagement accord signed in April and a resolution of the Kisangani problem. At a meeting with government officials in Kampala on Tuesday, during which pledges made to Uganda during the Donor Consultative Group meeting in Kampala in March were due to be confirmed, the donors expressed concern over the “course of events” in Kisangani. “The donors have a common wish to go in the same direction, but this will be linked to how the two countries implement the agreements and respect defence expenditure,” Ryelandt added.
