Museveni expected at swearing-in ceremony

A number of regional leaders, including Ugandan President Yoweri Museveni with whom Kagame's relations have been strained for some months, are expected at the 22 April inauguration ceremony. A senior official in the Rwandan foreign ministry told IRIN on Tuesday that President Museveni had confirmed his intention to attend. "A number of regional leaders have been invited to attend the swearing-in ceremony, and I can say that a good
number of them have confirmed their attendance," Rwandan government spokesman Joseph Bideri said, while declining to confirm or deny Museveni's acceptance. "If Museveni turns up at Kagame's swearing-in, it's a sign that there is a chance that the relationship between the two governments can improve, " a western diplomat in the Rwandan capital Kigali commented.
