Massive civilian displacement in Taloqan

Tens of thousands of people have fled the fighting, a majority of the population of 200,000 to 300,000 having moved east and northwards towards the opposition controlled areas of Fakhar and Badakshan, according to news and humanitarian organisations. People were sheltering in schools and clinics run by aid groups, and with host communities already limited in their coping capacities, they said. The Taliban, for its part, has encouraged the people of Taloqan to return home, Information Minister Quadrullah Jamal telling the BBC that his movement just wanted to serve the people.
