The Security Council failed to adopt a draft resolution proposed by Japan, calling on member states to allow for further discussions on the mandate of the Joint Investigative Mechanism (JIM), formed to determine the perpetrators of chemical weapons attacks in Syria. The result of the vote was twelve in favour (Egypt, Ethiopia, France, Italy, Japan, Kazakhstan, Senegal, Sweden, Ukraine, United Kingdom, United States, and Uruguay), two against (Bolivia and Russian Federation) and one abstention (China).
