PAIGC candidate wins presidential election

Pedro Pires has been declared winner of the second round of presidential elections in Cape Verde, held on Sunday. Pires, candidate of the Partido africano da Independencia da Guine e Cabo Verde (PAIGC), beat Carlos Veiga by 17 votes, the national electoral commission reported, pending validation of the results by the Supreme Court. Veiga was prime minister in the outgoing Movimento para Democracia (MPD) government, which ruled the country since 1991, when it ended the PAIGC's 17-year reign. Pires is also a former prime minister.
